A Citation without an associated Control is either a Stub or Informational Citation.
Stubs and Informational Citations have no associated control because they do not contain mandates. They exist to help define the hierarchy of Citations.
Some Stubs or Informational Citations are mapped to Control ID 0; these are treated the same as Citations without an associated Control.
Below are examples of Stubs and Information Citations:
Stub - "The organization must audit the following:" followed by a list of things that need to be audited.
Informational - "For the purposes of this document, an organization and a person acting as a data manager both fall under the same jurisdiction."
