Most terms have multiple definitions. Not only do you have to tag the correct verbs and nouns, you are then required to tag the definitions for the way the term is used in the.

We have to disambiguate what writers mean when they are writing by tagging each of the verbs and nouns with their meanings in context of the Citation and mandate being examined. That in context part is the most important part to remember.
